Do I need to buy a hanger? No, the twine cord is already on it. Hang it from a nail or a hook and you are done.
Is this only for the Fourth of July? It gets bought for the Fourth, but there is nothing dated about it. Plenty of these go up year-round in homes, offices, and cabins, especially in military families.
Is it wall-only? It hangs, but at this size it also sits nicely on a shelf or mantel.
